At its heart this verb describes one action: keeping something in check so it cannot get out, get through, or be handed over. Hebrew stretches that single picture across situations English tends to keep apart, so one word does the work of "shut up," "restrain," and "withhold."

The standard lexicons (BDB, HALOT, DCH) treat כלא as a single verb, "to shut up, restrain, withhold," attested in qal and niphal, with a semantic core of preventing movement, egress, or transfer. Its uses fan into confinement (imprisoning persons, penning animals), refusal of a requested good, and the checking of a person or a natural element such as rain, flood, or wind. Several forms sit close to the homonymous root כלה "to be complete, cease, come to an end," and a few occurrences (notably the imperfect in Genesis 23:6 and forms in Haggai 1:10) are discussed for which root underlies them, though the resulting sense "withhold, refuse" is stable either way. The cognate noun כֶּלֶא "prison, confinement" derives from the same root.
