In military and national settings it names the armies and nations that fight against Israel, from the conquest narratives through the exile prophets. In personal and lament poetry it names the individual rival or pursuer who threatens the speaker's life or honor. What scholars say about oyev

There is no serious dispute about the core meaning of this word. The standard lexicons, HALOT, BDB, and DCH, agree that it is the active participle of the verb "to be hostile" (אָיַב), used nominally as the ordinary Hebrew word for enemy or foe. HALOT distinguishes personal enemies from national or military enemies as contextual applications of the same term. The theological dimension (enemies of God) is recognized across the tradition and is especially prominent in the Psalms and the later prophets. TDOT notes the breadth of usage and its importance in Israel's lament tradition and holy-war theology. No credible scholar proposes a homonym split.
