What qara means

to raise the voice toward someone: to call, summon, invoke, name, proclaim, or read aloud

At its core קָרָא is the act of directing the voice at a hearer so as to reach and engage them. Every use begins there, with sound aimed at an audience, but the point of the call shifts with what the speaker wants from the one addressed. Sometimes it is simply to be heard across a distance, a shout or a cry. Sometimes it is to bring a person near, to summon or invite them. Sometimes the one called is God, and the calling becomes prayer and worship.

The same verb also does the work of attaching a name, because naming in the Bible is a spoken act: a parent or a namer says a word over a child, a place, or an altar, and that word sticks. From there the sense widens to any public announcing, declaring a fast or a festival or freedom, and finally to reading a written text aloud, since in this world reading was speaking the words off the page so others could hear them.

These are not separate words but one act seen from different angles. What holds them together is the voice reaching out to a hearer and expecting a response, whether the response is to come, to answer, to obey, or simply to know what has been said. English needs half a dozen verbs to cover the range, but Hebrew hears one motion underneath them all.

The standard lexica treat קָרָא as a single verb with a wide but unified range built on raising the voice toward a hearer: to call or cry out, to summon or invite, to call upon (invoke God), to give a name, to proclaim, and to read aloud. HALOT and BDB list these as ordered senses of one root rather than as homonyms, and DCH groups the niphal "to be called/named" as the passive of the same verb. TDOT stresses the theological weight of "calling on the name of the LORD" as a technical-sounding but ordinary expression for worship and prayer, and notes the close link between naming and calling in Hebrew thought.
