HALOT and BDB both identify the basic sense as bringing together from scattered places, noting its particular prominence in the prophets for divine regathering of the exiles. DCH catalogues the range from assembling armies and collecting objects to the theological idiom of God restoring his people. TDOT notes that while אָסַף is the more general term, קָבַץ tends to appear in contexts stressing the reversal of scattering and thus becomes the characteristic verb of the exile-return hope in Ezekiel, Deutero-Isaiah, and the later prophets.
