What neder means

a vow: a voluntary promise made to God, and the offering given to keep it

A vow in the Hebrew Bible is a promise a person freely makes to God, very often spoken in a moment of need: if God will do this, then I will do that (Jacob at Bethel, Hannah praying for a son, Israel facing a Canaanite king). No one is required to make a vow, but once it is spoken it binds the person absolutely. The danger is not in withholding the vow but in failing to keep it, which is why the wisdom writers warn that it is better not to vow than to vow and not pay.

The same word names two things that belong together: the promise and the gift that pays it. Because a vow was usually a pledge to bring God a sacrifice or gift, the word slides naturally from the commitment to the offering itself. In the sacrifice laws a vow stands as a recognized category of gift, listed beside the freewill offering, with its own rules about which animals qualify.

These are not two unrelated words but one idea seen from two angles: the word a person speaks, and the thing they then carry to the altar to make good on it.

The lexica (HALOT, BDB, DCH) treat נֶדֶר as a single root with a votive-promise sense and a metonymic concrete sense for the offering vowed, paralleled across West Semitic (Ugaritic ndr, Phoenician/Punic ndr). The legal core appears in Numbers 30, the priestly classification of the neder as an offering category alongside the nedabah in Leviticus 7 and 22 and Numbers 15, and the cautionary wisdom tradition in Deuteronomy 23:21-23, Ecclesiastes 5:3-5, and Proverbs 20:25.
