What plēthos means

At its core this word simply means fullness of number: a lot of something. What that something is shifts with the context. It can be a great quantity of things (a haul of fish, a pile of sticks, stars beyond counting, a heap of sins), a crowd of people packed into one place, or the whole membership of a group considered as a single body.

That last use is worth watching. In the book of Acts the word often names the gathered community or an official council acting together, not just a random throng. Translating it "crowd" there can mislead, because it points to an organized whole (the believers, or the ruling council) rather than a chance gathering.

So the reader chooses the English word from the setting: a quantity, a crowd, or an assembly. The one idea underneath them all is the same, a great many gathered or counted together.

What scholars say about plēthos

The standard lexica treat πλῆθος as a single word for fullness of number, subdividing it by referent: a large quantity or amount of things, a large number of people (a crowd), and a public gathering or constituted body (BDAG s.v.; LSJ). The third use is prominent in Luke-Acts, where πλῆθος designates the assembled community of believers (Acts 4:32; 6:2, 5; 15:12, 30) and also a formal council such as the Sanhedrin (Luke 23:1; Acts 23:7), a usage paralleled in the Septuagint and in the Dead Sea Scrolls' term for the assembly. G. Delling (TDNT 6:274-283) surveys the range and the community sense; Moulton and Milligan document the everyday quantitative use in the papyri.
