What keleuō means

to order that something be done: to give a spoken command, on the strength of one's authority

This verb is the plain language of giving orders. Someone in a position of authority speaks, and by speaking sets an action in motion: a king, a governor, an army officer, or Jesus tells others to carry something out. The focus is on the authoritative word itself and the act it triggers, not on the moral weight of what is commanded.

In the New Testament it clusters in Matthew and especially Acts, where it repeatedly describes Roman officials directing their soldiers: a commander orders a prisoner bound, brought forward, or guarded. That everyday, official flavor is typical of the word. It was the ordinary term for an order in the legal and administrative documents of the day.

Because its meaning is so consistent, the word does not split into different senses. Every occurrence is one person with authority ordering that something be done, so a single sense covers them all.

What scholars say about keleuō

Lexica agree on the sense: BDAG glosses κελεύω as "to give a command, order, urge," and LSJ as "to command, order, bid," a usage well attested from Homer onward. Louw-Nida places it in the domain of stating with force or authority what others must do (33.323). Moulton and Milligan document the verb as common in the papyri for official and administrative orders, which fits its concentration in Acts around Roman magistrates and military officers. There is no live disagreement over what the word means or over its sense inventory.
