What shalal means

to plunder: to seize and carry off goods, wealth, or captives by force, especially from a defeated enemy in war.

This is the language of war and raid. When an army overruns a city or a people, this verb describes what the victors do to the losers' possessions: they seize the silver and gold, the livestock, and the goods, and carry them off. The wealth taken this way is the "spoil", and the verb travels constantly alongside its own noun (שָׁלָל, "spoil, plunder").

The Bible uses the word with a striking evenhandedness. The same act is plunder whether Israel's enemies do it to Israel or Israel's God turns it back on them. The prophets announce that Babylon, which stripped so many nations, will itself be stripped, and that those who plundered God's people will in turn become plunder. The word carries no built-in verdict of right or wrong; the surrounding story supplies that.

It also has a passive side. A person or a people can be the ones despoiled, left stripped and defenseless. In one pointed line, the man who turns away from evil finds himself treated as easy prey by a corrupt society.

to draw out: to pull stalks of grain out from the gathered bundles and leave them behind.

This is a rare, gentle use that has nothing to do with war. In the one place it appears, Boaz tells his harvesters to pull some stalks of grain out of the bundles on purpose and leave them lying on the ground, so that Ruth, a poor widow gathering leftovers behind the reapers, can pick them up. Here the verb simply means to pull or draw something out from where it is bound together.

Many scholars treat this as a separate word that only happens to be spelled the same as the verb for plundering, rather than a softer shade of that verb. Either way, the meaning in the story is clear: it is an act of quiet generosity, the opposite of stripping someone bare.

What scholars say about shalal

Standard lexicons (HALOT, BDB, DCH) distinguish two homonymous roots written שׁלל: one meaning "to plunder, take as spoil", overwhelmingly the more common, and a second, rare root meaning "to draw out", attested only in Ruth 2:16. The plundering root belongs to the vocabulary of warfare and frequently forms a cognate accusative with its noun שָׁלָל ("spoil"), an idiom of intensification (Isaiah 10:6; Ezekiel 29:19; 38:12-13). The reflexive-passive forms in Psalm 76:5 (Pual) and Isaiah 59:15 (Hithpael) denote being despoiled or left as prey. TWOT (#2400) and the standard lexicons treat the Ruth occurrence as semantically distinct, whether as a separate root or a far-removed specialization of the same one.
