It is not a standing population or a kinship group but a crowd that has been convened, the result of a call to come together. The same noun covers very different gatherings because what they share is the act of being assembled, and the context tells you which kind of gathering is in view.

Its most weighty use is the gathered nation of Israel, especially when the people are convened before God to receive the law, make a covenant, or worship. The Greek Old Testament most often translated this sense with ekklesia, the very word the New Testament later took up for the church, so this is the deep background to the idea of a worshiping congregation.

The same word also names an ordinary crowd or a large company of people, including the promise that a man would father a whole company of peoples. The standard lexica (HALOT, BDB, DCH) treat qahal as a single noun, an assembly or convoked gathering of people, whose range runs from the cultic and covenantal assembly of Israel through an ordinary crowd or company to a mustered military host, with context fixing the kind of gathering. TDOT and the theological dictionaries highlight the cultic-covenantal use, especially the "day of the assembly" at Horeb and the recurring "assembly of the LORD," and note that the Septuagint most often rendered qahal with ekklesia, providing the lexical bridge to the New Testament word for the church, alongside the alternative rendering synagoge. The relationship to the near-synonym edah is discussed at length: both name the community of Israel, with edah weighted toward the standing, organized community and qahal toward the act of assembling.
